Q. There have been a lot of changes with HIP's. Can you tell me what the current situation is?
A. All properties marketed from 14th December 2007 must have a HIP.
Q. What is a HIP?
A. It is a collection of basic information for potential buyers about a property; including an ‘energy performance certificate’, which is intended to rate a property according to its energy efficiency – rather like ‘A’-‘E’ on fridges and other appliances.
Q. If I am thinking of selling what do I do?
A. Do not try and sell privately, or through an agent, or on the web without getting the HIP in place. You will be liable to a fixed penalty of £200 if you do!
Q. If I am interested in buying a property, what do I do?
A. Ask the estate agent or current owner to let you and your solicitor look at the HIP. It should tell you who owns the property and the extent of the land. It may contain initial information on any restrictions on the property and obligations you may be taking on (for example, to maintain boundary fences etc), the energy rating, and if complete, also some information from public authority records for the property.
Q. If I want to market my property for sale, how much does it cost to have a HIP prepared?
A. The Seller bears the cost of the HIP. As a Buyer you are entitled to view the HIP at no cost. If you want a copy the agents may charge a nominal admin fee.
Unfortunately, if you are selling it could cost you between £400-600, plus VAT, which may or may not be payable up front, depending who is preparing the Pack for you.
